Richard Joy

Richard Joy brings an extensive political and public policy background to the Global Public Affairs team with strong relationships at Queen’s Park and across the municipal sector.

As Executive Assistant to two City of Toronto councillors from the period of 1994 to 2000, Richard was well respected for his ability to achieve community consensus on over a dozen major urban development projects, and for his policy leadership on such issues as property taxation, heritage architectural preservation, the protection of the urban forest, and alternative transportation initiatives.

Richard moved to the Province of Ontario in 2000 to serve as Executive Assistant to the Hon. George Smitherman, MPP (Toronto Centre Rosedale). Richard also served as Executive Assistant to Michael Gravelle, MPP ( Thunder Bay – Superior North).

In 2004 Richard joined the office of the Hon. John Gerretsen, as Senior Advisor - Municipal Affairs. In this capacity, Richard was the lead policy advisor to a number of significant pieces of legislation, including the new City of Toronto Act (Bill 53) and the wide-ranging reform of the Municipal Act (Bill 130). Richard was also a senior policy advisor to Bill 51, a bill proposing significant reforms to the Planning Act and the Ontario Municipal Board.
